School Library Development and Resource-Based Learning
Definition - Resource-based learning is learning/teaching in which students develop knowledge, skills, and understandings by using a wide variety of print, non-print, and human resources.
The Education Regulations, 1986 require all boards of education to establish policies concerning:
(a) the selection of learning resource material and instructional material;
(b) the procedure by which a person may challenge the inclusion or exclusion of specific learning resource material or instructional material; and
(c) the procedures to be used to ensure that pupils have access to the textbooks, instructional material or learning resource material that they need to complete their course requirements.
Resource-Based Learning - Important Understandings
- Resource-based learning helps students to achieve many of the objectives in the curriculum and to enhance their ability to explore, investigate, gather, and evaluate information for specific purposes.
- Resource-based learning encourages students and teachers to consider, draw upon, and use a variety of resources - print, audio, visual, digital, and human resources (current and traditional) - to assist their learning and teaching. Community organizations and agencies can be valuable resources for teachers and students.
- Resource-based learning ensures that students have the knowledge and skills needed to find, use, and evaluate a variety of resources. Such critical evaluation is essential in finding relevant and accurate information.
- Resource-based learning allows students to satisfy their natural curiosity and to develop skills and strategies for lifelong learning.
- Resource-based learning allows students to develop a deeper understanding of knowledge, people, and the world in general and to think critically and creatively about knowledge and ideas.
- A well-organized collection of print, audio, visual, and digital learning resources selected to reflect the curriculum are essential. These resources are just a starting point. From this foundation, purposeful programs can be planned that allow teachers and teacher-librarians to work together in the development of projects and units to address the objectives of the curriculum and assist students in developing skills in finding, generating, evaluating, and applying information.

The promotion of safe and responsible Internet use, and the development of skills needed for the critical evaluation and use of digital resources, will help ensure that teachers and students use digital resources to support classroom and lifelong learning.
